About the role  The role is a unique opportunity to contribute to the development and delivery of efficient and effective shared services for Government which strengthen departmental decision-making and support strong risk management and assurance.

Managing a small team, the Manager of Strategic Audit and Assurance will develop and execute strategies to deliver a suitable assurance framework for DGS and its customers in line with the Standing Directions 2018 requirements.

Working in partnership across DGS this role will lead the development of a suitable assurance model for DGS that addresses the DGS and its customer risks and providing critical assurances around DGS and its customers controls.

 This role will also be responsible for leading a comprehensive audit assurance program from the appointment and management of an internal audit provider and for driving improved connection between assurance management and the risk management strategy..

This role will also be a trusted strategic adviser that will support the effective management of the DGS and customer Audit Committees by  overseeing the Committee Secretariat function.

Mandatory requirements  

  • Relevant qualifications in audit.
  • Strong understanding of relevant legislation and standards governing risk and audit including the International Internal Auditing Standards and Standing Directions audit requirements.

Key accountabilities

  • Lead the internal audit programs of DGS and its customers to provide three-year risk-based internal audit program, leading the coordination of annual engagement with senior executive leadership teams, management of the internal audit programs, processes and budget and management and appointment and review of internal auditors.
  • Provide  leadership to a small team, including identifying opportunities for process improvement, managing workload allocation, supervision, and contributing to staff development and effectiveness.Lead DGS and its customers assurance program including the development, uplift and implementation of a strategic assurance framework, covering audit and assurance of audit recommendations.

  • Develop strategic direction and responses for DGS and its customers in relation to a range to audit and assurance and other priority areas as they emerge. Prepare high quality advice and briefings for DGS or customers Secretaries; executives; audit committees and other governance forums.
  • Lead liaison with internal and external auditors and provide expert advice, coordination and support to business within the department being audited and coordinate engagement and reporting.
  • Proactively build and maintain positive relationships with key internal stakeholders through risk management and assurance advice and guidance and applying specialist knowledge to uplift stakeholder understanding.
  • Contribute to the leadership, positive culture and continuous improvement of the Risk and Audit Services branch. This may include leading team and branch/Group development, or other projects relevant to the branchs role and responsibilities.
