The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.

DTF Office of General Counsel (DTF OGC) provides internal legal and advisory services to the Treasurer, the Minister for Finance, the DTF Secretary and board, and other DTF business units. The team advises on the full spectrum of issues faced by our stakeholders.

Our work includes providing advice on the delivery of State significant social and economic infrastructure and commercial projects (for example, the West Gate Tunnel project, the VicRoads Modernisation project, the $9bn lease of the Port of Melbourne); Victorian tax reform projects (such as the Commercial and Industrial Property tax legislation), Victorias financial management framework (including the delivery of the annual State Budget); as well as public policy and administrative law matters and managing litigation and disputes (including in relation to employment, freedom of information and contractual issues).

About you

This role has the following accountabilities.

  • Ensure the Departments compliance with the Privacy and Data Protection Act 2014.
  • Act as a central point and leader within the Department for all matters related to privacy and personal information, including providing advice and guidance relating to privacy matters.
  • Identify and respond to new and emerging privacy issues impacting the Department.
  • Develop, manage and implement the Departments privacy policies and guidelines.
  • Develop outstanding reports, correspondence and briefing materials on behalf of, and for, a variety of internal and external stakeholders in the areas of privacy.
  • Liaise with the Office of the Victorian Information Commissioner in relation to privacy matters and complaints.
  • Deliver strategic and expert advice in the area of privacy, including analysing any necessary policy and procedural changes.
  • Assist with the processing and collating of information relating to requests for documents under the Freedom of Information Act 1982.
  • Work collaboratively with lawyers and FOI officers in DTF
  • Develop and maintain effective stakeholder relationships both internally and externally relating to privacy matters, and issues at peer and more senior levels.

Key Selection Criteria

We are seeking applications from candidates with demonstrable experience in:

  • Assessing the applicability of legislation to particular circumstances, including to the development or amendment of policies and guidelines.
  • Taking initiative in undertaking diverse and complex tasks in a sensitive and confidential area within tight timelines.
  • Strong communication skills with an ability to draft, manage and produce high-quality materials.
  • The ability to work independently and as part of a team with the commitment and motivation to deliver high quality results and outcomes.
  • Advising and influencing stakeholders and the ability to cultivate and leverage networks.
Experience and qualifications

The successful candidate will have:

  • Background and experience in advising on privacy matters (preferably within organisations).
  • Experience in the application of legislation or litigation, and development of policies or guidelines, would be well regarded.
  • Experience providing advice and training.
