Your Opportunity

Provide overall supervision of Council's strategic planning projects, including the preparation of the planning scheme, infrastructure plan and other strategic initiatives designed to support planning matters, as well as providing professional planning and development support to the Manager while fostering community awareness and compliance with statutory requirements. 

Term:  Full-time 

Hours of Work:  72.5 hours per fortnight 

Pay Level:  $3894.18 to $4754.21 per fortnight (Level 7-8), plus 12% superannuation and 17.5% annual leave loading 

In accordance with Council's Enterprise Agreement and the relevant Award. Pay rate dependant on relevant skills and experience. 

Employment Base:  Warwick, Queensland

About the Department

With teams in building, plumbing and planning, the Planning and Development Department falls within the Community, Planning and Environmental Services directorate, tasked with governing development in Southern Downs and fostering growth in the region. The department raises community awareness of compliance with statutory requirements and educates the community on the broader land use policy.

Key functions of the department include assessing development applications and providing advice to developers, residents and elected members. In this role you will provide detailed advice to Council on the associated legislation governing planning and development, find creative solutions to development problems and, be involved in the progression and review of strategic planning documents.

What You Will Do

The complete Key Responsibilities of this role can be found in the Position Description. These include (but are not limited to):  

  • Oversee the implementation of legislative processes relating to development assessment for planning, and operational works, including coordinating, monitoring and reporting through the various stages of the assessment process, including inspections, within legislated times frames;
  • Assist to plan, organise, coordinate, monitor, develop, implement and evaluate strategic planning, infrastructure planning, heritage and indigenous culture requirements with a focus on sustainable development to promote growth within the region;
  • Provide leadership, including direct supervision, mentoring and support, to staff within the team to ensure agreed objectives are achieved in line with applicable legislation and corporate goals, and promote an environment that fosters professional growth and a customer centred ethos;
  • Implementation of programs and initiatives to foster innovation and involvement of planning practice which increases skills, reduces operational risks and empowers the team.

What You Will Need

To be considered for this role, you will need:

  • The legal right to live and work in Australia
  • Relevant tertiary degree
  • Class C (car) licence or greater
  • Occupational Health and Safety Construction Induction Card (“White Card”)
  • Eligibility for membership of the Planning Institute of Australia
  • Extensive experience and knowledge of the relevant State planning legislation, the Development Assessment Rules, current practices, policy directions and priorities relating to strategic planning, infrastructure planning, heritage and indigenous culture in Queensland.
  • Demonstrated leadership skills with the ability to mentor, empower, engage and support staff to a level of performance necessary to achieve organisational goals and required timeframes.
  • Extensive high-level experience in the assessment and determination of complex planning applications in accordance with the Planning Scheme and the relevant State planning legislation.
  • To be able to demonstrate your competence in relation to all of the Selection Criteria as detailed in the Position Description
