About the role

As the Freight Project Lead, you are integral to the success of V/Line's Assets & Maintenance Group

The Assets & Maintenance (A&M) Group cares for today's assets and infrastructure, and plans for future network renewals and growth.  

The Group includes teams that have management and oversight of rolling stock and network infrastructure, provide network access for freight operators and third-party works, facilitate project integration and delivery across the network and includes engineering assurance. The teams enable the safe and efficient operation of the network. 

The Group also works in partnership with the Department of Transport and Planning to ensure that standards and approaches are consistent across transport agencies, supporting a well-functioning, integrated Victorian transport system.

The Freight Project Lead will assist in the development and management of regional freight rail projects to improve network performance and capacity, including providing specifications, designs, budgets, management plans, timelines and reviews.

Requires occasional travel to sites throughout regional Victoria. It's a great way to get out to the regions and see our beautiful State!

Key accountabilities include:

  • Provide clear direction and leadership to internal and external stakeholders, on rail freight project priorities, design and implementation, to support the growth of rail freight in Victoria. 
  • Develop project scopes, specification and optioneering to balance, commercial, infrastructure, operational interfaces, with freight capacity and efficiency objectives. 
  • Apply project management methodologies to drive project development and implementation, and ensure completion of the projects to time, budget and scope. 
  • Develop project plans and negotiate agreements, advising of any issues or resource needs that may affect project completion as planned.
  • Engage and coordinate with Subject Matter Experts (SMEs) from relevant disciplines, implementation teams, and external stakeholders, to drive and deliver project outcomes. 
  • Collaborate with internal and external stakeholders on operational design and delivery, infrastructure design and delivery, particularly the clear definition of project objectives and specifications, to deliver a rolling program of network infrastructure improvements. This includes V/Line Projects and Major Periodic Maintenance (MPM) on design and delivery.
  • Provide robust and timely advice as required to internal V/Line and Department of Transport (DTP) stakeholders, and to external industry stakeholders, including the rail operators, freight forwarders and other network providers such as Australian Rail Transport Company and Metro Trains Melbourne. 

About you

As the Freight Project Lead, you will report directly to the Freight Growth Manager within V/Line's Assets & Maintenance Group. 

This position will improve the capacity, performance and resilience of the regional rail freight network and support delivery of government policy and legislative obligations.

As well as performing duties specified in this position description, the role may also be required to perform other duties or functions from time to time as directed by management.

Our ideal candidate will possess the following:

  • Demonstrated experience in the rail industry or equivalent logistics industry.
  • Demonstrated experience in a project management role.
  • Comprehensive knowledge of the Victorian rail network specifically freight-flow and its key limitations/interfaces.  
  • Combination of operational and infrastructure experience is highly regarded.
  • Specific expertise and experience in logistics project planning, design and delivery.
  • A successful track record in managing projects end to end, to completion.
  • Proven experience in stakeholder management and in successfully managing teams. 
  • Tertiary qualification in engineering, logistics, operations, business or similar discipline.
  • Demonstrated ability to manage competing priorities in a timely and consistent manner.
  • Excellent communication skills, both written and verbal.
  • Strong aptitude for problem solving, strategic thinking, impact awareness in logistics design and operations, and program planning.
  • Proven ability to effectively negotiate with policy and rail industry stakeholders, including senior industry representatives.
  • Valid Drivers license 
  • Demonstrated alignment with V/Line's values of responsiveness, integrity, impartiality, accountability, respect, leadership and human rights.
