Primary objective The Director Commissioning and Service Development leads the development, implementation and oversight of service development models to support an integrated network of Mental Health, Alcohol and Other Drug (MHAOD) services in the Northern Territory (NT). Key duties and responsibilities 1. Provide leadership and strategic advice to initiate and improve the quality, efficiency and effectiveness of commissioned MHAOD services using a collaborative and coordinated approach. 2. Develop business cases and work with the sector to implement service enhancements and deliver new and innovative service development models, which provide high quality, best practice and culturally appropriate services to meet identified client needs. 3. Ensure compliance with non-government contract management frameworks, systems and processes to ensure financial and performance accountability, reporting, grant management and value for money. 4. Provide leadership, guidance and resource management for the Service Development Team, participating as a member of the MHAOD Branch leadership team. 5. Follow defined service quality standards, work health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces. 6. Foster a positive workplace culture through exemplary leadership practices and role modelling behaviour. Selection criteria Essential 1. Proven experience in leading a team to deliver outcomes in a politically sensitive and time pressured environment using effective change management skills. 2. Highly developed interpersonal skills, including strong negotiation and a proven ability to manage stakeholders and influence others to achieve objectives. 3. Excellent written and verbal communication skills and experience in producing high-level briefings, reports and correspondence. 4. High-level strategic, conceptual, analytical and problem-solving skills including the ability to interpret and implement relevant policy and legislative requirements. 5. Understanding of MHAOD service provider systems in the NT, recognising the complexities of the interface and relationships with government. 6. Well-developed project and contract management skills including demonstrated understanding of effective governance, financial management and procurement processes. 7. An ability to interact effectively with people of diverse cultures. Desirable 1. Qualifications in Management, Public Policy, Public Administration or another relevant field.
