About the Role

This is a Fixed term role until 31/12/2025

The Program Development Leads are responsible for producing and maintaining a forward maintenance program for Metro Region through application of asset management best practice, systems, and maintenance budgets working closely with internal and external stakeholders.

This position reports to the Delivery Manager, Metro, work closely with the Delivery Manager and Team Leaders for Metro Region, and require highly developed program planning and communication skills

Position Outcomes / Accountabilities

  • Program Development - Devises and co-ordinates required activities to analyse program objectives and client requirements which are to be addressed through the development and delivery of the maintenance program.
  • Contract Management - Manages commercial arrangements with delivery partners, consultants and contractors that lead to successful program development outcomes.
  • Strategic Planning - Engages with the team to ensure program components are aligned to the broader strategic plans
  • Stakeholder Management - Strong relationships have been built with key internal and external stakeholders. Stakeholders have been positively engaged with and feel informed and are satisfied with pipeline initiatives.
  • Working Collaboratively - Focuses on mechanisms within the Program, that facilitate the inception of new projects that align with the overall program objectives.
  • Leadership - has provided effective leadership, people management and support to their team. Staff are engaged with high levels of cohesion and commitment and are delivering on the services required.
  • Health and Wellbeing - Promote and support safe, inclusive and flexible team operations.

Key Selection Criteria

The Department of Transport and Planning is seeking a skilled Program Development Lead, Metro, to drive the successful development and delivery of key programs and projects. This role requires an individual who excels in critical thinking, problem solving, and strategic planning. You will leverage a deep understanding of business processes to identify and resolve recurring issues, delivering tangible business outcomes by integrating effective solutions into work processes.

You will use your influence and persuasion skills to adapt communication styles and strategies to suit diverse audiences, ensuring the successful integration of your ideas. With a focus on aligning day-to-day planning with broader team and organizational goals, you will guide your team in executing strategic plans.

Your project management expertise will be crucial as you translate strategies into concrete programs, defining governance frameworks to manage risks and ensure the success of initiatives. Qualifications and Experience

Mandatory

  • At least five years experience in a similar or comparable role, preferably in a government/public service context.
  • Understanding of Asset Maintenance Management Systems
  • Strong knowledge of the Road Management Plan
  • Strong understanding of Maintenance Specification Section 750

Desirable

  • Experience in the development of programs for infrastructure capital and maintenance works

Role Specific Requirements

  • Drivers License
  • Ability and willingness to travel and work across locations within metropolitan and regional Victoria.
