Chief Operating Officer Group | Strategy Digital & Data | Sourcing & Vendor Management | IT Computing Commercials/IT Procurement

The Sourcing & Vendor Management Branch (SVMB) is committed to building staff capability through formal training and qualifications relating to procurement and contract management and provides the opportunity to leverage these skills on behalf of the Major Capability and ICT Divisions. SVMB is responsible for leading engagement with people vendors to on board the large contractor workforce utilised by the capability development and delivery areas. This also includes strategic workforce planning and centralised talent acquisition for the Technology and Major Capability Group.

The IT Procurement (ITP) and IT Computing Commercials (ITCC) sections, sit within SVMB, and together form a centre of excellence for technology procurement and commercial management across the portfolio. These sections provide subject matter expertise and highly skilled procurement officers and commercial managers to advise on, deliver and manage ICT procurement activities. Their responsibilities span the end-to-end procurement of IT hardware, software, renewals and professional services, as well as the ongoing management of strategic critical cloud and software contracts, and the procurement of ICT contractors under labour hire arrangements, including contract variations and extensions.

Duties and responsibilities 

  • Conduct IT procurement preparation activities
  • Communicate with stakeholders and provide advice on complex or sensitive IT procurement enquires.
  • Conduct financial management activities.
  • Supervise a procurement team, where required.
  • Conduct procurement risk management.

Additional information 

One (1) role sits within the IT Hardware team, responsible for sourcing IT hardware for the department. The team ensures that IT Hardware is procured in accordance with procurement rules, cyber security and IT security requirements, while supporting the effective management of IT hardware assets.

One (1) role sits with the ICT Contractor Services team, responsible for the procurement, onboarding and offboarding of ICT contractor labour hire. This includes coordinating Onboarding checks / Employment Suitability Clearance (ESC) processes, building access, SAP updates, and stakeholder engagement. The team ensures contractor engagements are delivered consistently and in line with Commonwealth Procurement Rules (CPRs).

Both of these roles require professionalism in representing the department to internal and external stakeholders, sound ethical judgment and consistent alignment with integrity frameworks. Both roles also play a key role in mentoring colleagues and sharing knowledge to strengthen capability across the team.

Preferred Role Requirements and Qualifications

•          A Certificate IV in Government (Procurement and Contracting) or higher

•          12 months recent experience in Government Procurement (or similar)

To be eligible for the position you must be an Australian Citizen.

​The successful candidate will be required to obtain and maintain a Baseline Vetting (AGSVA) security clearance, and:

  • ABF Workers will also be required to obtain and maintain an Employment Suitability Clearance (ESC).
  • Home Affairs Workers will also be required to obtain and maintain an Onboarding Check.

In certain circumstances, an Employment Suitability Clearance (ESC) may be required in addition to, or in lieu of, an Onboarding Check, which will be determined by the delegate as necessary.
