About the role\n

The Principal Policy Officer, Health Sector Funding & Budgets works within a team to support the strategic development and delivery of annual health service budgets and funding submissions, driving sustainable health system funding across government and with health services. The role leads analysis of health services expenditure and cost drivers, develops funding policy options to improve the integrity of modelled hospital budgets, and prepares high-quality briefing and stakeholder engagement materials to communicate funding requirements and reform objectives.

The role is a great opportunity to demonstrate and build on the full set of public sector leadership skills, including providing expert advice on health funding impacts, collaborating and negotiating with finance, performance, and central agencies, and driving the design and implementation of funding policies that improve fiscal sustainability. The role will grant exposure to senior stakeholders and decision makers across government and the health sector, and provides a strong view of health system funding priorities and challenges.

  • Participates in strategic planning and contributes to strategic decision making process
  • \n
  • Identifies and responds to new and emerging strategic issues impacting on the operating environment

  • Develops briefs on highly complex issues that provide options for decision within an organisation
  • \n
  • Initiates and manages negotiations with peers (internal and external to work unit) to gain commitment to projects, and delivery of activities to meet timelines

  • Uses knowledge of structures, processes and culture of government, the sector and the Department to develop policies and new program or project initiatives
  • \n
Qualifications / Specialist Expertise\n
    \n
  • A tertiary qualification in fields related to public health, public policy or health administration would be desirable.
  • \n
  • Significant knowledge and experience in government, health systems and/or health service delivery would be desirable, with skills and experience in policy development and implementation.
