About this opportunity

The NACC has a Capabilities Liaison Officer available for immediate filling in either Brisbane, Canberra, Melbourne, Perth or Sydney. A merit list will be established to fill vacancies arising in the next 18 months.

About the role

The position of Capabilities Liaison Officer will work closely with the Director Operational Capabilities and the Operations Branch to facilitate and coordinate physical and technical surveillance capability support provided by state government agencies and Police forces Australia wide. The role will require high level stake holder engagement and strong networking skills as well as a sound understanding of how physical and technical surveillance (PSU/TSU) teams perform their duties.

Applicants must be willing and able to undertake regular interstate travel as needed, sometimes at short notice.

Key activities
  • Build and maintain stakeholder relationships with the Physical Surveillance Unit (PSU) and Technical Surveillance Unit (TSU) capability teams of state and Commonwealth partner integrity and law enforcement agencies.
  • Negotiate with partner agencies for the provision of PSU/TSU support to the Commission. Create and maintain Memorandums of Understanding, for each supporting agency as appropriate and necessary.
  • Develop and maintain contemporary knowledge of PSU/TSU tradecraft and methodologies including the communication and technology capabilities of each supporting agency.
  • Provide guidance and support to the Commission’s Operations Branch members in relation to the availability and suitability of PSU/TSU support to NACC operations.
  • Negotiate with internal stakeholders to ensure support requests and partner agency resources are appropriately prioritised.
  • Facilitate requests for PSU/TSU support to partner agencies in support of NACC operations, in coordination with the investigation teams and relevant Operations Director.
  • Work directly with partner agency PSU/TSU team leaders and NACC Operations staff to lead, manage and provide guidance during surveillance deployments supporting NACC operations.
  • Provide administrative support to NACC investigation teams for PSU/TSU support, including the coordination of threat/risk assessments, target profiles, running sheets, action reports as needed by partner agencies (this is a coordination requirement only, the completion of these tasks will be the responsibility of investigation teams)
  • Arrange the access and use of a wide range of monitoring and surveillance software and hardware to support PSU/TSU deployments.
  • Provide training and guidance to staff engaged in the monitoring of surveillance devices.
  • In conjunction with the Evidence Compliance team, ensure the Commission meets its legislative obligations under the Surveillance Devices Act 2004 (Cth).
  • Be available to provide advice and responses to enquiries made by the Commonwealth Ombudsman during records inspections.
  • Produce advice, guidance, statistical and financial reporting to Commission senior executive when required.
  • Represent the Commission at industry forums and interagency meetings as appropriate.
Eligibility

Employment with the NACC is subject to the following conditions:
  • Citizenship – applicants must be an Australian Citizen.
  • Security clearance – this is a Designated Security Assessment Position. The occupant of this position will be required to undergo and maintain a security clearance to Negative Vetting 1
  • Suitability assessment - the NACC must be satisfied that successful applicants are of suitable character. They must undergo a rigorous pre-employment suitability screening process that can be intrusive in nature including (but is not limited to) detailed background, character, employment, police and financial checks.
  • Probation - a probation period will apply to a new ongoing engagement in the Australian Public Service.
