About this opportunity

The NACC has a Witness Liaison Officer position available for immediate filling in either Canberra, Melbourne or Sydney.

This role is being offered as a 12-month non-ongoing position initially, with a view to becoming permanent. A merit list will be established to fill vacancies arising in the next 18 months.

About the role

The NACC takes its responsibility to those impacted by our investigative work seriously. The purpose of the Witness Liaison Officer (WLO) role is to coordinate and improve the NACC’s capability to communicate with and provide support to those individuals.

The WLO will provide professional advice, support and assistance to witnesses involved in and throughout the lifecycle of NACC processes including investigations and hearings. The WLO may also work with at-risk persons not classified as witnesses, such as complainants.

The WLO works proactively and collaboratively with NACC staff to help identify, assess and manage risks to the psychological wellbeing of witnesses and other persons subject to the exercise of the NACC’s duties, functions and powers. This position operates across all Divisions of the NACC to assist staff to learn, understand and implement NACC priorities, expectations and procedures regarding witness wellbeing.

The WLO is the subject matter expert (SME) on assessment and external support services available to witnesses.

The WLO does not provide counselling or have a therapeutic relationship with witnesses, and they do not provide an intensive case management role. However, the WLO is responsible for overseeing the status of all witnesses assessed as being at risk. If a witness does require clinical services, they will be referred to an external provider, other community agencies or their own treating health practitioner.

The successful candidate will work under the general direction of the General Manager Operational Capabilities

Key activities
  • Support NACC leadership in building culture and practice regarding witness wellbeing.
  • Provide specialist input to NACC policies, procedures, public and internal resources, and learning programs to ensure witness wellbeing, mental health risk, and witness communication and engagement are addressed.
  • Monitor, report and review the implementation of the NACC’s Witness Wellbeing Policy and Procedures.
  • Provide high level professional advice, leadership, and coaching on witness wellbeing matters.
  • Build strong relationships with external providers and supervise the supply of contracted services, such as education and psychological support.
  • Collaborate with NACC staff to implement the Witness Wellbeing Policy and Procedures, including compiling witness engagement plans, conducting witness liaison and monitoring, and facilitating referrals to external support services.
  • Develop and maintain networks and make referrals to external support services and resources in line with witness needs and NACC policy.
  • The WLOs expertise may be used in relation to NACC WHS initiatives and other projects delivered.
The NACC is a small agency. In addition to these activities, from time to time you may be asked to undertake tasks that are outside your usual span of duties but that are within the range of your capabilities. Supporting one another in this way provides opportunities for exposure across the agency and is an integral part of the NACC’s positive workplace culture.

Eligibility

Employment with the NACC is subject to the following conditions:
  • Citizenship – applicants must be an Australian Citizen.
  • Security clearance – this is a Designated Security Assessment Position. The occupant of this position will be required to undergo and maintain a security clearance to Negative Vetting 1.
  • Suitability assessment - the NACC must be satisfied that successful applicants are of suitable character. They must undergo a rigorous pre-employment suitability screening process that can be intrusive in nature including (but is not limited to) detailed background, character, employment, police and financial checks.
  • Probation - a probation period will apply to a new ongoing engagement in the Australian Public Service.
