Primary objective Provide leadership in implementing and maintaining key resourcing support services, processes and standards in relation to acquisition and management of resources across the projects and programs managed by the Digital Project Services division. Context statement Digital Project Services (DPS) delivers complex, high value, and high-risk ICT programs and multi-year digital transformation initiatives for core frontline services through an inter-agency collaborative approach. Working closely with the client Agencies, the team comprises of public sector employees and contractors working together to deliver multiple streams of activity as programs are implemented. The work environment is dynamic, fast-paced and results driven with high expectations of superior service delivery. Key duties and responsibilities 1. Manage and maintain an effective and efficient resourcing management and administration function as it specifically pertains to an IT project environment. 2. Develop and maintain productive working relationships across the various projects, client Agencies and industry to support positive business outcomes being achieved. 3. As a member of the DPS leadership team, provide expert advice, guidance and support to DPS management and program/project leads and managers, to plan and manage resource requirements through procurement and/or recruitment in line with program/project deliverables and priorities. 4. Oversee resource acquisition and management strategies, frameworks and processes to provide centralised support services and advice to all Programs and Projects within the division. 5. Ensure staff performance is managed in line with departmental WFS objectives and commercial contractual requirements, including taking a lead role in escalating and resolving complex issues. 6. Lead and collaborate with DPS management in the development and implementation of internal policies, procedures and documentation aligned to Digital objectives and NTG legislation. Selection criteria Essential 1. Extensive experience and contemporary knowledge of effective people management strategies including resource planning, acquisition and management. 2. Demonstrated ability to work in a dynamic and complex project/program environment or similar with high demand, high pressure and changing requirements. 3. Proven ability to develop and maintain effective working relationships with a diverse range of stakeholders to ensure appropriate and quality advice given. 4. Demonstrated high level strategic planning, problem solving and organisational skills, including the effective management of multiple complex and high priority tasks to meet conflicting deadlines 5. Excellent verbal communication, negotiation and conflict resolution skills with the ability to establish collaborative relationships at all levels to achieve common goals and influence outcomes. 6. Demonstrated experience in leading and managing a small team of resources in a multi-skilled, client focussed environment with high levels of integrity and proven experience working in an environment dealing with sensitive and confidential information. 7. Demonstrated work ethic and attitude which emulates DCDD values of commitment to Services, Innovation, Ethical Practice, Accountability, Impartiality, Diversity and Respect. Desirable 1. Relevant tertiary qualifications and/or recent experience in related Business Management or Human Resources field.
